Think of how advanced modern counter-terrorist tactics are, and then add some two hundred years worth of tech development to that, except for a ruling faction with a planet's resources instead of a single nation's. Also consider: Given the setting, there are probably hundreds of people with more money, patience and organisation trying to do the same thing, but without success. For our straggly little band to actually succeed, they'd have to outperform basically the whole planet.
