He is rarely ever seen without a smile on his face, even in the most serious of situations. He remains constantly calm, especially important and unusual for someone in a position of significant power in the most life threatening and dangerous situations (especially given his general lack of combat skills). He has a great disdain for the insistence of his bodyguards to constantly protect them and has a habit of sneaking off.[/i] 【[u]History[/u]】 [i]Norio is the son of two merchant families within the Shima Renmai. His mother was the direct heir to the sea country and expecte dto be married off to someone within the country in order to ensure their standing. However, she fell in love with Norio's father from Crimson State Island. The pregnancy was hidden from many for fear of backlash from people within the Sea Country who would disapprove, including his grandfather on his mother's side. Tragically, both Norio's parents killed in a tragic accident at sea sailing between Crimson State Island and Sea Country, water known to be notoriously difficult. Norio was washed aside on the shores of Sea Country with a letter from his mother explaining Norio's existence. The letter moved his grandfather so much that he announced the formation of the Shima Renmai - a merchant and naval cooperation among the island nations. He reinforced the importance for cooperation given the seas that had continued to claim lives that could be saved by other nations doing more than ignoring vessels in distress because they were not under the same flag. Despite his heritage, Norio was his grandfather's favorite grandchild and received the bulk of his attention. Norio's relationship with him was more like a father-son relationship. As his grandfather's health began to fail, Norio took an increasingly prominent role in managing the affairs of Shima Renmai. Norio constantly attempted to downplay his involvement in the affairs, despite many resounding successes in developing trade agreements among the islands. Norio, at pressure, and endorsement from his grandfather, announced his intention to run for Teitoku Daijin. With his father's charisma, his mother's fair looks, and the long education from his grandfather, Norio won the election handily at 25 and began to deepen the relationships among the islands and work on many critical reforms. To ensure adequate representation, Norio created a diverse cabinet, taking the best and brightest from each of the island trading partners to ensure each of them had voices. He even went so far to ensure these members themselves were elected through popular vote, a reform he pushed for immediately after taking office. Norio recognized that for far too long the islands had separated themselves from the affairs of the mainland countries (only have intermittent trading relationships with the Land of Water and Tea Country throughout the course of history). He knew that the jinchuuriki, which had been a reason for them isolating themselves from the destruction, no longer existed and the bijuu had been contained and that their isolation was a restriction on even more prosperity for his people. With that he set off to the mainland to forge new relationships.
