Offensive magic alone, by rule of the tiers, cannot feasibly exist below T4, and the options at his behest are scaled with the [i]description of Tier 4 abilities[/i] in mind. Then again, the tier system has always been a contradictory, incoherent mess. By its own rules, T4 characters should be able to maintain regional influence, but doing so with any modicum of efficiency whatsoever would require T5 abilities, if the scaling itself takes into account civilisation. That being said, I have no issue with lowering the scaling on his magical abilities to dampen his scope of power significantly. I'll also be removing Catastrophe, as it's more of an in-universe ability, and has no logical/thematically appropriate reasoning to exist in this setting. [@The Harbinger of Ferocity]
