[/quote] No, Penal Legions have their standardized equipment from the Munitorum: a lasgun, a grenade, a knife, a bombcollar and a jumpsuit. You're forgetting that most Penal Legions allows the looting of enemy bodies and equipment hence the "disorganized, non-standardized" look you are thinking of. Penal Legions are also raised from Penal World more often than not meaning they come giant prisons which do not allow for inmates to carry weapons for obvious reasons. When said persons are detained, their equipment and weapons are taken away and impounded so they don't get ideas of trying to use them on the prison guards. What you are thinking of is what happens when Hive Gangsters are pressed into service in dire times like during the First War for Armagedon but are not detained first. It might be easier on the Munitorum in theory, but they're not stupid enough to give a serial killer a gun and say "don't use this while you're in prison and awaiting to be sent off to a penal legion".
