I actually don't recall having written comply in this specific sentence, I was pretty sure it was supposed to be refuse... Either the corrector butchering a "refuse to comply" or me simply not writing it because I was distracted.

Edit: Misteru solved, it was an auto correct for my unique way of writing complain(and by unique I mean stupid).
