[@Circ] I don't know if I made this clear, probably not. Wolfram can understand the structure of a program or application, so reading decrypted data would come naturally to him. This allows him to use said programs on the device, making the process [i]seem[/i] like hacking. However, he can not edit the actual components of the program, and he would need a medium, preferably a computer, to do that. Nevertheless, his cyberlingualistic talent is still very powerful, so I assume that it makes the cut for Tier 4.
