Dark Matter and Dark Energy are within the universe and are observable from earth, if only by their affects. We observe galaxies that act differently than they would without factoring in the two. Not irl, it couldn't. The total energy and matter of the universe is zero. Equating out all energy and antienergy as well as matter and antimatter, as well as the dark energy and dark matter projected to be in the universe, everything cancels out to zero. If you mean in the RP, yes, that could be the case for some universes.
