Its tricky to know in situations like this. The requirements of a lunar colony with 40,000 souls would need a steady hand. Automated security of the base would largely be administered by an AI i'm writing a CS for, but day to day policing requires someone who can lead a couple of platoons potentially. I will look into this, or perhaps our newly appointed military advisor can shed some light?
