[/quote] It's mostly there to have an judge of action on crucial maneuvers and add a feeling of suspense and actual risk that can shape the players' courses of action accordingly, in addition to [@Gcold]'s explanation. So let's say you wanted to make a robbery, it doesn't limit how you want to do it (sneak in, or shoot everyone, or go Mission Impossible ceiling drop) - you can go for it, the roll simply sees to your amount of success at defining moments (you grab what you want/you grab stuff but don't get everything/you get seen but manage to escape/you get captured).
