Victorian, the 20's at far too much different from everything in the description.

Even if you aren't particularly well-versed with speculative fiction, the time frames you gave have 3 overlapping years. I can go ahead and clarify that this is not set in the real world, so too don't need to take those numbers as nothing but guidelines of what can or can't be done.

The best hint for the desired setting aesthetics that I can give you is from anime like Unbreakable Machine Doll, except that this story's tone is much more sober and close to reality than that one.

Either way, late 20th century won't do at all.
