How do they make ANY money if they can't hunt anyone who they don't witness committing a crime first-hand? They would kind of just have to be there, right? And then do they let the criminal go until they get a bounty for the crime they saw them commit? So many questions!

As for strength, your profile doesn't make it clear how exactly strong Eadgar is, but since he seems to be West Blue's answer to Zoro, I'm going to assume he's a bit above the level Zoro was at towards the beginning of the series? Given that West Blue is one of the stronger Blues.
