[@Duthguy] The reason Mike is a mount is because of speed, a horse is faster than a human. He couldn't summon a magical horse but he could temporarily make you part horse.

Plus Billy wasn't sure exactly what would happen when used. Not that he has told anyone yet. These Rangers are the first to use these items, it would kill Billy if he tried to use any of them. So he is experimenting on his Rangers.
