Captive angels just aren't the same. Sure she could pull a Stockhome, but Fran wants to do it more romantically, to court an angel with charm or valor. You know, if they could just ignore her rapey side. Joining the Machina is just out of convienece since Fran is also pretty sure there's a bolo for Fran after she escaped prison.
