It was once just a pair of lighthouses marking the entrance to the Grand Line situated at the Red Line continent, but in the passing decades pirates from all over the world have decided to build their own city. Pirates from the Blue Seas begin their journey journey, and even a few from the Grand Line travel back here to honor pirate tradition.
It's citizens are a combination of new pirates looking for a crew and a ship to call home, citizens looking to get back to the grand line, or retired pirates who's experience on the high seas are long over and have started families. There are few who call it home since most end up leaving on a journey, but there are a handful of nonpirates who make a living being with pirates. There is no official governing body in the city, but there is a combined unofficial jurisdiction by the marines and the pirates. The marines refuse to increase their presence outside of one base that exists simply to inform other marine bases of a new crew entering the grand line. Any marine activity outside of grand peacekeeping is restricted by the handful of marines stationed, many marines refuse and do not need to act as the pirates themselves govern each other. The three Pirate Emperors have a joint official decree and have a representative to stop any one pirate to rule or pillage the city, their combined treaty is unheard of in pirate tradition, but many pirates have called Twin Capes home that the treaty honors this tradition that no one dares to break. In the city itself there local pirate leaders who have "territories" of sorts who take in new pirates. Some powerful pirates also use the city as a hunting ground for new recruits. Many of the "laws" are only honored to avoid large conflicts. Residents protect their own kind, and while they will tolerate any kind fight, anything that goes beyond a scuffle is immediately put to an end by other pirates who keep the peace Due to the nature of the city it has one of the largest known black markets in the world that deals in everything but slavery, news of any slavery related activities is immediately put down by many residents who abhor the practice.

Standing at the two sides of the river where the Reverse Mountain ends and the Grand Line begins are a set of matching lighthouses. It is the oldest structure in all of Twin Capes, and from here is where the city begins to appear. What used to be the bare red colored rocks of the Redline have been used to build all sorts structures as needed by the people that live there, from houses, hotels, clinics, churches, shops, and a seemingly endless amount of bars and drinking establishments. The farther one goes away from the lighthouses the less land appears as it recedes into the mountain's sides. Replacing the rocky surface are wooden platforms steadily anchored into the ocean floor and mountain's base beneath the water. The less actual land appears the more the structures begin to be built on top of another, building up and above instead of flat and spread out to conserve what little space there is. Building on top of another creates a sort of leveled structure in the most condenses parts of the city. Some even chose to build high for the specific purpose of finding and seeing the vastness of the Grand Line. To say that the feeling of living in Twin Capes is cramped is a great understatements. The levels that appear in the most condensed parts of the city are often no more than ten (10) feet tall. For the people that grow to large proportions often have trouble with such architectural designs, but the more ingenious folks have found ways around it. Often there is little that separates these levels outside of layers of planks of wood that would easily give way to a strong enough stomp, this alone hinders many who wish to start fights in the wooden city. The general structure of the city is divided into the northern and southern district due to the small strip of land available. The Northern district is home to the more rowdier bunch. It is home to many bars, hotels, and markets of all kinds. Most of the active pirates reside on the northern district as well and is known for being loud 24/7 due to the countless parties and bars staying open, and at the very end of the northern district is the ship graveyard. The southern district is calmer by comparison as it houses the residential apartments, the Sakura hospital, and the shipyward at the very end of the southern district. Most of the full time residents and the few families that live in Twin Capes reside in the southern district.
Places of Interest

The Twin Cape Lighthouses - The Northern Lighthouse is home to the pirate representative sent by the three Pirate Emperors. The Southern Lighthouse is home to the local marine base guarded by a specially assigned commanding officer.
Shipyards - Located at the end of the southern district here is where most ships that survived the reverse mountain are anchored. Many shipwrights and ship merchants do their business here maintaining or selling ships of all sorts for a fee.
Ship Graveyard - Located at the northernmost tip of Twin Capes this is the dead zone where all the debris from leftover ships that did not survive Reverse Mountain land. Local scavengers live near the graveyard trying to salvage whatever they can to sell in the black market.
Sakura Hospital - Arguably the biggest structure in the southern district, Sakura Hospital is a small chain clinic located in the middle of the southern district. Doctors and nurses who were once part of a crew often live and work in the hospital. It is named and manged by a resident from the Sakura Kingdom one of teh most medically advanced kingdoms in the Grand Line.
