[@thewizardguy] The thing with Guilt is that she:

Can't do anything against what she can't see, including invisible attacks, energy attacks, etc
Has a mutation where she can't breathe air
Now has split personalities thanks to the Clairvoyant
And still has her weakness.
Comet, meanwhile, is vulnerable to his own speed, losses durability by going faster, and generally is prone to not going abundantly fast. Plus that's his only thing. Guilt is easily the most powerful PC. And she has the most restrictions and downsides. Spectrum is the most versatile character, and is limited to choosing what ability to use. Plus she's but much of a fighter, and overwhelming her will cause damage. Traveler, with zero offensive abilities, gets put out of action for abusing her abilities. Which, as will become apparent in The upcoming thing, doesn't just go away. The only reason, really, that we're limiting the lasers is because of the wide variety of abilities he can use at the same time . To which Override is okay with, as I've been discussing things with him all day over Messenger. Lasers that could obliterate a small building in one go would be able to wipe out pretty well every PC relatively simply. His current changes still give him that, just not as often, and he gets stronger at night and the darker it gets. As it stands right now, someone turning off all the lights in the city at night would allow him to demolish buildings with ease. It really comes down to the more you can do, the worse it is for you. A balancing act. And anyways, Reg could give him more leeway for all I know. I'm going off my information and what I think Reg would request. Reading that over, I think this reply may sound a little harsh, which is not what I'm intending. If it appears that way, I apologize in advance.
