He is pretty good, however I have a few things to say:

[*] So he isn't too overpowered, I would like to limit how many tattoos he can use at once to 3 or so, otherwise if there was no limit you could easily take out the Brotherhood, and we want this to be balanced out somewhat.
[*] Where did he learn to use a sniper rifle? He wouldn't be able to learn that at the Institute, so either mention it in his history or change it out for a different skill.
[*] You are missing one more thing from the Anything Else category, read the rules over carefully if you want to find out what.

Those are my only comments. Love the character though, that is quite an interesting ability to have.
