[@thewizardguy], do secular charities work for God or the church? Nope. But they're often thought of or praised as blessings from God by the people who receive benefits. The High leave the vast majority of Epics alone, but people consider them related to the High just because of their powers. Archangel is one in a million and employed by one of the most active High. Energy and Island might have no agents, and the Prescient doesn't communicate to anyone in any way. Venom and Clairvoyant are the most actively interventionist, but even they move in small ways. 

Clairvoyant (and the others) is actually allowed a big action by Venom helping to kill Nest.
