Sorry for the lateness of the reply.

Either way, since this is anime inspired, a Student Council is a must have, though it's definitely less omnipotent than those on japanese anime schools tends to be. It'll really be just a representative unit, to facilitate teacher-student communication. A disciplinary comittee is unlikely, thought. It feels rather out of place in a boarding school.
