Though it is a rarity, I do agree with the reasoning of my cousin. With as many requests as he receives every day, if he devoted himself to every secret meeting that he encountered, he would have no time to perform any other action. It would be as if he were approached with a request for a trade that promised to be "extremely important and helpful," but no details of the trade were shared beforehand.
