Official forms and such will use numbers that typically go in the format of "abbreviation for star-habitation designation/system designation/region designation". That generally gets pretty unwieldy at times, and I'll admit there's been times that I've cursed the naming conventions of the universe I created lol. However, most civvies and even lower-ranked personnel will tend to call things by the national names given to them. For instance, up in the far northern quadrant is the Hanseatic Rift, and several Germanic culture countries. Instead of going by POM-1/344/17, the inhabitants of that system call it the Pommern system and the capital world Hinterpommern. So really, both and neither is correct, as the Pan-Solar Confederacy is so massive and their bureaucracy so convoluted, that it would be impossible to truly keep to singular standards of any kind. Now, in terms of "Specialist Marksman Training", what were you thinking of? Something more in line with a Designated Marksman, or more solo op Sharpshooters? Both have excellent avenues for advancement within UNISEC, though have very different outcomes even in the ranks of Second Division.
