Right, the reason why he hasn't met a single Foggy Swamp Tribe member was because they were living by themselves, without a real connection to the other people. He's been here for a full day with no other waterbender in sight other than Mozu and Mallo, and he was pretty sure that Mozu wasn't the person he was looking for.
