Although the city was destroyed by the nuclear war that ended the United States, the region was otherwise spared the ravages of fallout and FEV. And so, Halifax was reclaimed earlier than other cities, even Boston, by an expedition of Ghouls, some of whom were remnants of the former US and Canadian armies. As the radiation cleared, normal humans began to join them, and Halifax City began to prosper again. In time, Nova Scotia was reunified under the Halifax Parliament, which declared this: That never again would the Canadians be subject to a foriegn power, not as long as Halifax held naval superiority over other nations. And so, renewed focus was given to the sea, with increasingly sophisticated boats and ships sailing out for fishing, trade, and the occassional counter-raid. Diplomacy and politics were also used to gain control of the rest of the Maritime Provinces, forging a new nation that furthered the interests of trade and naval power. As the traders of Nova Scotia spread southwards, they forged an unlikely friendship with the Minutemen of the Commonwealth, which despite its 'American' roots was the most amenable to trade and peaceful coexistence. In time, this would serve the Minutemen well in the aftermath of the Commonwealth War, as the Halifax standing fleet, composed of three 'Ships of the Line' whose wooden hulls were equipped with modern cannons, accompanied by six sloops fitted with anti-air and anti-personnel missile systems, and supported by a dozen converted merchant ships, went down to Boston itself, and landed 500 Halifax 'Redcoats' to support the Minutemen against the Institute. Needless to say, the cooperation of troops modeled after different sides of the American Revolution was an irony that was not lost by the Institute as the allied forces began waging serious war against the den of pretentious scientists. Now, the Second Commonwealth War is going well...and Halifax is poised to establish itself, alongside its Minutemen 'allies', as the prime power in the Eastern Seaboard... Population (The NCR, being rather prosperous, is 1 million. This is the max population for now): 13,000 Government/Domestic Politics: Halifax is ruled by a Parliament whose representatives are elected by each 'shire' or 'county'. The Parliament is led by a Prime Minister, Joseph Macken, who is part of the Thassalocratic Party that has ruled Halifax Politics for decades. Joseph is a kind, quiet man who is nevertheless forceful and assertive when he needs to be, a needed asset. For Parlimentary politics are necessarily raucous, and one has to be able to restore order at times. Either way, the prime party of Halifax - some might even say the sole part - is the Thassalocratic Party, which is divided into conservative and liberal factions who are divided on the best way to preserve Halifax's control of the seas. The conservative wing favors keeping to 'splendid isolation' from the politics of the former United States, and instead building up a larger fleet that can keep out 'Those Damn Yankees'. The liberals, meanwhile, wanted a smaller, but more technologically-advanced flotilla and increased ties with the Minutemen 'in the interests of trade'. As said trade is filling Halifax's treasury, it is their voices that have acheived prominence, for now. And their voices have called for the creation of an [i]Ironclad[/i], one that would propel Halifax into heights of naval domination unseen since the Old British Empire... Notable People: Joseph Macken - Prime Minister of Halifax; Political Moderate. Also a Ghoul. Alistair Kidd - Lord High Admiral of Halifax, conservative opposed to the 'Ironclad Project', seeing it as a waste of money and resources. Engineer Lisa Wendell - Head of the Halifax Science Bureau, Lisa is also the lead designer of the Ironclad Project. Military (try to be somewhat realistic): The Halifax Military is almost centered solely upon its 'Grand Fleet', with most Infantry being classed as 'Marines'. Said Grand Fleet numbers: - 3 Ships of the Line, which, despite being built with wood and run by sails, are equipped with salvaged Pre-War Artillery, which allow them to pack a larger punch than their antiquated builds might suggest. - 6 Missile Sloops, equipped with anti-air and anti-personnel missile defenses. - 12 Converted Merchant Ships, which act as either support or transport. One Ironclad is also being built over a period of three years. The Marines of Halifax number 1,300 in number. Economy: The Halifax Economy is built around fishing, timber, and mining, as well as the fur trade in mutated beavers and minks. Trade with the south is becoming more common, and domestic manufacturing is increasing to meet the demand. Culture and Technology (include views towards slavery and mutants): - Canadian, with a strong focus on the sea and pride in their maritime traditions. - Generally pro-mutant and anti-slavery. - Technology is not the most advanced, but military weapons, armor, and artillery are just as advanced as what is found in the Commonwealth. - Civilian Tech varies; mostly 1700s or 1800s-level, but more advanced technology like Stimpacks are becoming more common.
