My Old NCR sheet for whoever takes over. Note: due to the change in Power armour we decided the NCR didn't have the means to repair it instead of not know how to use it. Despite beating back the legion, House played his trump card and the NCR was forced to withdraw from Vegas. Just as Mr House had predicted Kimball was blamed for the failure at Hoover dam and resigned in failure but the party was able to remain in control by pushing into legion territory south of Vegas and for awhile it looked like “Kimball’s failure” could be overlooked by the destruction of the legion (even with the Guerrilla campaign destroying much of what they would gain.) The NCR had almost beaten the legion completely back to their eastern border when the Midwestern brotherhood decided to intervene. Caught off by this suddenly surprised attack by a third party (and the Legions pervious Guerrilla campaign having forced the NCR expeditionary army to relive on long supply chains) they were pushed back across the Colorado. Forced out office a new government was appointed that quickly offered a peace agreement before any more land could be lost. Soon after a peace treated was signed with the border roughly the same as how it was before the 2nd Hoover dam battle.... years of fighting all for nothing. Although the new government’s action had spared NCR land the devastation of war the nation was broke and drained of resources & manpower. The nation enter an Recession which was followed shortly after by food storages and corruption scandals with the Brahmin barons purposely delaying any meaningfully attempt to fix the problem (since they would have ended up losing land) Four years later the problems had only gotten worst but then James Kimball, the son of the late (and mostly forgotten after his successors fuck up) Arron Kimball ran for office. Having watched his father make stupid mistakes (like sending the rangers to Baja) he vowed to learn from their mistakes and make the NCR great again. Supported by the army (having previously been a captain) and the public with his populist message James won the presidency, much to the shock of the Land owners elites... most of whom where against him. During his first few weeks as President James capped the amount of money can be could be spent on a campaign, increased the size of the army by 10,000 and had Heck Gunderson and Shillary cultion (his biggest campaign rival and her main backer) arrested for the illegal purchase and theft of land of Walter Phoebus.... Although this arrest was widely approved the common citizens by all accounts the evidence for this arrest was “questionable” at best. Likewise there have been rumours floating around that James blackmailed his way to the presidency and questions about how the government was going pay for these extra 10k troops. Most of these issues however where forgotten when on the day before the Armistice was set to expire, James Kimball ordered an invasion of the Arizona and the upper parts of Oregon.... Northern Oregon had been explored and used by the NCR for years but with Washington state being an wasteland (ooc: I think that's what we agreed?) there had been little demand or reason to "officially" conquer it but with James plans for Arizona James had decided it was time to do it whilst also achieving an "easy win" As for Arizona it was about time the legion was properly dealt with but James had also decided to invade it as a "temporary" solution to the farming and job crisis until James could deal with the Brahmin barons back home... an problem which unfortunately may take some time for the new president .... [b]Population: [/b]1 million [b]Government/Domestic Politics:[/b] The NCR is a democratic federation, modelling itself on the government of pre-War United States. The government is divided into three branches: legislative, executive and judicial. The legislative branch is the Congress, staffed by representatives elected by their states and senators, forming two houses: House of Representatives and the Senate. The executive branch is the Republic council, headed by the President and Vice-President. The President and Vice-President are elected by NCR citizens, with advice from the Congress. Last, the judicial branch comprises courts and judge’s ruling in accordance with NCR's adapted version of American common law. [b]Notable People: [/b]President James Kimball, General Hsu, Chief Wilson, the Double [b]Military (try to be somewhat realistic): [/b]The NCR's military is composed of several Divisions, including marksmen, scouts, mechanized units and a small number of Vertibird. The military's organization is inspired by the pre-War American structure, although adapted to the much smaller population of the wastelands. The standard level of organization of infantry forces is the battalion, which in turn is divided into companies under the command of a Captain. Companies are in turn divided up into platoons. These are sometimes divided into squads (created at the Commanding Officer's discretion) and are typically led by a sergeant or other non-commissioned officer Other branches in the military separate from the regular army include NCR Recon (which includes 1st Recon), the NCR Heavy Infantry Corps which are under direct command of General Shu, medical corps, logistics corps (quartermasters are typically non-commissioned officers), and the NCR military police. One of their Special Forces units consists of the New California Rangers, a select group that is pledged to protect the people of the Wastes much like the Texas Rangers of old. Ghouls, super mutants, and humans were all known to serve in the NCR armed forces. At the start of the RP the NCR forces are: 35k conscription forces, 10k police force/home guard, 3k Rangers, 10k Air force and Navy, 4k heavy troopers, 2k Sniper forces [b]Economy/Culture:[/b] The majority of the NCR populace is made up of farmers, traveling merchants and poor settlers seeking protection from the dangers of the post-apocalyptic world - a luxury usually only available to the rich and powerful. In exchange for their protection, the NCR classes them as a 'citizen' and collects taxes from them which is mostly used on the military to arm, train and supply their troops. Citizenship can be given to entire settlements and put under NCR jurisdiction if requested, however this practice is controversial in the Mojave due to rumors of the NCR supposedly bullying weaker settlements and incorporating them against their will. The NCR enforces strict rules upon their citizens and in their cities. In areas under military law, such as the Mojave, crimes are typically punished by death.[5] Openly carrying arms, prostitution, gambling, and slavery are not permitted within NCR city limits. Persons found under the influence of alcohol or drugs will be arrested. The NCR created its own currency in the form of gold coins around the turn of the 22nd century. Bottle caps were useless at this time due to the gold reserves of the NCR. This changed when the Brotherhood of Steel destroyed the gold reserves in 2281. The NCR dollar devalued and the conversion rate lowered to 2.5 NCR dollars to one cap. [b]Technology:[/b] The NCR has access to stockpiles of pre-War technology and is beginning to create their own with the Gun runners, the unofficial 6th branch of the army constantly creating new weapons such as the 5.56mm pistol. Although the NCR does have access to Energy weapons most troopers even elite heavy troopers or rangers use ballistic weapons. However given the size of the NCR army the standard trooper is usually equipped only equipped with a post war production service rifle and Tan coloured plate armour (although even this in superior to what most of their rivals have) Elite/special troopers however have access to per-war riot and power armour (both per-war and acquired from the brotherhood hood) but in the case of power armour lack the proper equipment to repair it As for Civilian technology the NCR is likely the most technology enhanced nation (not including groups) left in American with its citizens in core states enjoying most if not all the comforts per-war Americans did. Life on the frontier is rougher but the NCR has knowledge of Irrigation, construction (lime stone buildings), proper medical care and is (or was) attempting to set up an Railroad network. The NCR also has several different types of vehicle (Truck, APC (fallout 4 thing), Car and Vetibirds) however apart from a few Cars private owned and the Gun runner trucks these are almost exclusively owned/used by the military/government. [b]Views towards slavery and mutants[/b] Slavery is illegal in the NCR with the death penalty is given out (usually given out by rangers who hunt down slavers) to those found partaking within the trade. However in a few cases a pardon has been given to slavers who have provided key intel to the NCR. As for mutants/ghouls although some politicians have used lingering anti-mutant sentiments to boost their popularity among voters (notably in south were remnants of the master army lurked) the republic as a whole has shown little discrimination against ghouls and mutants with both being accepted in the army/rangers with many ghoul and one super mutant reaching the elite rank of veteran ranger. President James Kimball is notably pro-mutant with him once famously stating “I don’t care if you’re green, ugly or made of metal if you fight and die for the NCR you are a brother or sister to me.” [b]Religion:[/b] There is No official religion within in the NCR and there is has always been a clear separation of church and state. Despite this however the NCR had been very tolerant of religion and allows several non-radical religious groups within their border as long as its various assemblies don't participate in human sacrifice or indulge in dipping people into vats of Forced Evolutionary Virus. President James Kimball is for the most part an atheist. [/hider] My Legion-NCR war Battle plan [hider] The NCR invasion of Arizona is a Decoy; the real Objective is Prempetive strike on the legion forces in Arizona & perhaps New Mexico The strike force on roughly 3000 troopers & Rangers backed up with 10 Vetibird & 20 APC (fallout 4 thing) and 3 tanks will make their way to Phoenix performing a scorched earth and Robbery campaign along the way with NCR destroying anything that could help the legion, recruiting slaves and stealing anything that could help them. Reaching Phoenix they will take over the town, booby trap it and await for the legion to attack (or a few days toto pass if they don't) As this is going another 3,000 troopers (who the NCR ships had transported to Mexico( who will slowly make their way up to the border. what will happen next will depend on Andro but the strike force will act as "bait" ideally keeping Caesar and his main army of legionnaires Busy as the troopers from Mexico (joined by some of the apc and a tank) head to new Mexico and attack the legion capital, stealing supplies from the locals enroute. Should Caesar gather his forces to defend the capital, the both forces will turn and entrap the legion in-between. The strike force will be resupplied (hopefully secretly) by a small group of solders from the Mexico group who stay behind to set up and guard a small port (see map). The remaining NCR forces will stay station on the border encase Andro decides not to attack the strike force. As war with New Vegas'll mean the Hoover Dam'll probably be cut off for the NCR, I'd like to offer the Brotherhoods Dam-network for NCR usage. In exchange for materials and whatnot. That might work. Assuming we get that far, but I'm sure the brotherhood might be able to provide some pulse weaponry, though you'd have to hammer out a deal with the Van Graff's to cover for this. That way the securitrons can be negated. If I were to operate as third party, getting resources from the enemy for your war effort, that'd be a logistical god-send. At a stroke it strengthens your hand and weakens the enemy. They're using their own resources against themselves. I've a deal with Gingy to have brotherhood stuff excavated from Hidden Valley, I'll see if I can get an offer of Brotherhood protection for Hoover dam to get a foothold there to be accepted. That way, Hoover dam can be cut off when the attack is launched. The boomers are destroyed and the lights go off in New Vegas. All that would be required next is New Vegas itself to be attacked. I'd suggest we let the war go on for about a year to allow both our forces to build up without it looking too suspicious. lewis125 - 05/19/2017 well if my attack on the legion is successful (perhaps with BOS help) I could have an convoy sent up north though Utah with all the stuff BOS needs for Boomer invasion House will think I'm just attacking legion but then it's drive west to Hoover and before he knows it BOS force is attacking Boomer I'll then have troopers head up from Mojave outpost and take out the bigger towns, keeping House busy as BOS attacks vegas Although NCR would ask House is kept "alive" for now atleast May 20, 2017 MagnustheRed - 05/20/2017 Just send up what's needed north through Oregon, that way it's a distant way from the line of sight of the other nations. If I provide your forces with pulse weaponry, you can keep NV's forces in check. If I hire mercenary forces under the pretence of the NCR hiring them, and provide material and advisers, will that be enough support?
