Yes. However you must decide whether or not the tech was stolen or invented. If stolen, the tech is of higher quality but lacks enough abundance to equip the whole tribe in steam punk gear; Steampunk vehicles (if any) will be less abundant as well. Invented tech however can supply the whole population and give an abundance of vehicles and the like; at the cost of them being of lower quality make and prone to malfunction or break often.
Unless if you can convince me that your goblins are brilliant engineers.
