Of course. im having trouble finding examples. but essentially think the goblins from Warcraft with less silly technology with the crazed warlike mind from Warhammer. 

So the steam driven 'tanks' will probably be closer to battering rams with gun ports for passengers to shoot from and things along those lines rather than anything advanced. anything more advanced than cheap guns and unreliable steam driven vehivles would probably be stolen.
