Impel Down also had that goofy lion monster hired as a warden and Oda confirmed recently that the one bird crime boss who showed up at Big Mom's wedding was a regular animal as well. Honestly your justifications for why Randolph and Chopper are different seem, if you'll pardon my saying this, pretty flimsy. Basically what I'm getting here is that under your standards someone has to talk to be considered sapient? I feel this is very offensive to mutes.

Also, you never actually asked me to explain why I had a low post count? You just expressed that you didn't like it and gave me some conditions that were contingent on me being accepted anyway.
