Yes, you can, but since I can tell you're new to roleplaying, let me give you some pointers.

This is the OOC, or Out Of Character section. This is where you post things that are general chat, or plan out plots with other RPers. Once you make a character and have it accepted, then you can post with them in the IC, or In Character section.
