Is there a plot, or will it be mostly free-form? Are all accepted characters being played as members of this group of villains, or are we permitted to pursue our own goals and even conflict with other players over territory, money, business, etc? Are there any restrictions on the entities we may choose our characters to be and the abilities they may or may not have, or are we free to create a ghost or undead creature alongside the human villains?
