1. It applies to Digimon only, so yeah, Champion at best until story asks for it up until Mega, the same as for the Pokémon who can Mega Evolve, with permission from Arceus.

2. If you're referring to how the Mystery Dungeon series works, it's all right. Unlike the other crossover RP I've checked out here that includes humans, mine is strictly only the 'Mons themselves until story asks for it.
