[@RedGentleman] But by the same token, one could argue that, as the original and basic problems of cyberpunk are still present, it should be presented instead as a future vs. past allegory. Would we call British culture in, say, 1573 the same as it is currently? No. However, there are certain common threads that tie it together (line of succession, geographical position, etc.), and thus it is still British, just a different version of British. There are plenty of commonalities to tie something like Cyberpunk 2020 to Shadowrun.
