Modification would most likely be done by Lord Justice, who will resort to anything to create weapons against the Old Gods. This would rule out the Enclave.

Both the Old Gods and the Surface Resistance seem like valid options. If he placed blame on all humans, he would join the small amount of humans who follow the Old Gods to battle, but if he simply hated Lord Justice, he might join the Surface Resistance. Although many groups of surface humans worship Lord Justice as some kind of Messiah, just as many resent being left behind on the surface, and hate Lord Justice with a passion.
