The chaos is from directing the entire room to try and group up and assail the two teachers with questions and requests all at once, instigated by the impostor.

The Impostor, Dana, was playing a prank on the actual Student President, causing her to arrive late and bereft of her proper attire to boot. Now that the Prez, Rufie, is here, she'll try to bring some order and wrangle in the perverts. 

They are here to learn how to be ladies, not lechers, and the most important distinction between them is knowing the time and place with which to act upon their impulses. Something which Dana, Blake, and Tillia seem to woefully lack :3
