Mephilius mentally said no (Real reason: He's a pretty new character and has only fought in one battle... which was kinda tampered by Artoria).

Zeruel has too much pride over Heaven to do such a thing (Real Reason: He simply won't fit).

Tina and Karizawa won't either. (Real Reason: Obvious)

And Ghelgath... hasn't received much love yet... although then again, its been proven that his [s]crush[/s] devotion to Rufus is heavily unrequited so he could quit... but then again, egh idk. If I have to send anyone out (I know its not mandatory but fuck it) it may be him, although it depends on who else leaves other then Miyu. Otherwise, Ill still have him stay.
