That's more or less what my idea is regarding the base as a whole... I know that TEP's new base is by Machina HQ (I just forgot the name of the location, but yes I meant Hyperion), and while it'll be slightly farther away from Hyperion, it still connected to it. However, exact location wise, I can accept full-logically that it's in Graf's old warehouse. After all, its not like TEP just built themselves a new one within a short amount of time.
