As for the time it takes to don a shield [@Lucius Cypher], do remember that a turn only takes 6 whole seconds. Any shield that is more than the bottom of some drunkard's wine barrel will need some time to adjust on one's arm for it to be really usable. Having it in one's hand does not necessarily equal having it angled well for defence. Doffing one also takes an action, but do keep in mind Use an Object is also a whole action. That includes pulling a lever and such.
