Well for the most part, the highest 'power level' I'm willing to accept is around city busting under exceptional circumstances. I mean we're gonna be forming a group of people who've been low on the watchlist. If your character could blow go nuclear with the snap of a finger, there's no way the government would have let them go after 20 years.
