I get the idea that it might be cool if there was one, but its only job was convince the lesser beings/slaves that there was an order to the madness, to reassure the weak who cling to structure to support themselves and that there is a path to advancement. When, really, if a stronger being decides to do something, no amount of laws and pieces of paper mean anything, and they will be slaves forever unless they become powerful.
