Yes, as heavy weapons aren't really ones meant to be carried around, which is why you still have a standard infantry weapon issued to you. You aren't an automatic rifleman, you're a heavy machine gunner. The heavy stubber is a static weapon, so it's mobility penalties shouldn't be a factor when properly employed. It's very difficult to walk around hip-firing like Rambo without the proper talents for a reason.
