Yes and no.  We'll allow an unlisted new species if it is well written.  But probably only one so not everyone is playing something weird.  Also keep in mind that the species are very loosely defined.  There is lots of wiggle room within them.  Every cat tribe will be unique for example and the Bunyip (marsupials) actually include lots of species (wombat, wallaby, koala, etc.).
