It's very much a meta mechanic. However in character it follows the path of least resistance, so for example, hitting a vastly superior opponents blind spot and so on. In a normal RP hitting someones weakpoint is generally a point of conflict, but it isn't here if you're using PP.

Regarding your Threat Rating and PP, it'll be TR 2 with no PP. It would be TR 3 naturally I feel, but people like force users or psykers are a bit more node dependent than other characters of that class. So TR 2 feels more fair to you from my perspective. It also feels the most correct, given his power level. This'll become more clear when the OOC information on nodes goes up, but you're free to PM me about it before then.
