[@Burning Kitty]No, Anarchy is an Anti-hero at worst.  He doesn't like government, and the JL sided with the governments and went after him, so he had to help the bad guys.  He kept them from killing people, though, as he was amping their powers and stronger than most of them.

Batman's reason is basically "keep your friends close, and your enemies closer."
Arrow just sees him as a misguided idealist, and works with him because crime is down since the collapse because he got most of the criminals to go straight because they make more money that way.

Neither are actually his ally, and would turn on him if he started hurting people.
