How about Cryokinetic Constructs or simply ice manipulation? It's exactly the same power except you can do more. It's up though.

[@Silverstein] I'm afraid I can not allow any sort of time powers. The only time power I'll allow is Astrial Time Freeze where everything freezes, even your physical body however you can move and look around with an astrial form.

That is the only time power I'll allow other than that, much better.

Just making clear. Your power only works with non living things right? If that's so then I'll allow that.

The darkness has a potential to be very op so just make sure you don't go too far with it. Too far is instantly killing everything, or making yourself unbeatable.

Other than that, good powers and Cs. I feel like you know what you're doing and that makes me rather excited to see what you can do. The only thingI ask is could you put a short description of what he is like as a child? Since it's hard to imagine that bad ass dragon as a hatchling.
