Thanks. I was interested and always have been for a while by the custodes.
Maybe some who went out into starts or one of them found way I to this campaign.

I know by fluff they got ultimate authority, but also there alone. And it's rather hard to force things outnumbered 1000 to one.

So they have use there political skills they learned on Terra and there military ability to achieve there goals.
