He can't use their abilities, or can he? His power is vastly untested and the people keeping him locked up aren't willing to take the chance to let him out.

As for linking their abilities, it means that the four of them, or at least the other three can't use their abilities without the other two. This means that if they're far apart, their powers seem practically nonexistent as it takes longer for the link to work. Distance is vital for them.
