So far in the description, it seems like it does. How many people can it affect total? Breath of Hades, same story as Bile Blaster, it seems like it affects only a single target. My only issue is you state it can cause multiple affects. Do these affects happen at the same time or are they random? If they are randomly generated, then you need to come up with a method to determine which side effect will be cast.
