[@mattmanganon] I never said anything about being on the fringes of Imperial Space. The system that I'm using for this is actually a respectfully hub for naval and merchant ships. Freebootas would have a hell of a time getting in. The only way that an Ork could survive even in the retinue of an inquisitor is if they hid really well and knew some things about Human culture.
