My interpretation (and Kitty can correct me if I'm wrong) is that they meant poor or disabled citizens should not have more rights than anyone else. She/he seems to be of the position that taxes sent to public welfare are not required because they aren't necessarily going to materials that the welfare receivers need but instead go to luxuries they couldn't afford on their own. EDIT: And that this includes healthcare within the non-consensual use of their tax dollars.
