All 'slow' RE bosses suck, because of the tank controls and lack of abilities, each boss fight basically boils down to 'did you bring enough herbs and ammo?' with maybe 1 or 2 exceptions. I dont really care what they look like, and if we are going by enemy designs as a marker for good RE games, then RE4 takes the entire series in a landslide. RE4 deserves every bit of praise it gets, yes its not a strict survival horror, but that doesnt make it a bad RE game, the series dared to try something different and it paid off, the same way it paid off with 7 (which is nearly as action heavy as 4 by the way). It managed to be more exciting, while still maintaining an excellent tone and unnerving atmosphere, it was a game that allowed you to be scared and soak in the creepy while still being a badass. RE4 is the best in the series and one of the most sophisticated games ever made. There is no 'wrong reason' to praise it. Unless of course you are one of those hype backlash contrarians who want to say that great games aren't great to sound a little edgy like those people who shit on Fire Emblem Awakening. EDIT: Also to the thread in general, there is a difference between an 'overrated game' and a great game that just hasn't aged well. For example, Skyrim is overrated, but Golden Eye and Street Fighter 2 just have been corroded by time.
