Alright, I believe I addressed everything you brought up. Some parts I left a little more ambiguous as I wanted to flesh them out through her storyline, but it's fine, I see where you're coming from. And for whatever it's worth, I don't have any prior knowledge of Worm, much less Scapegoat. I just modified Rogue's abilities (she's one of my favorites).
