Actually, from what I can remember in Zero (and from cheating and looking at Acepedia...), the Draken can equip not only SAAM's, but UGB's and RKTL too. Even if it's built primarily for air to air missions, it's certainly very versatile in terms of weapons. I think you'll do just fine.

EDIT: Also, everyone here needs to play the Japanese version of Ace Combat 3. It is amazing. I'm using a fan-translation document and reading as I play, but it's still great.
